It appears that the Bain caption has the correct spelling: Bailly-Blanchard, which is also how it is spelled on the website Political Graveyard. The New York Times article noting his death in 1925 spells the name: Bai!ly-Blanchard in the headline. One more source would confirm for the change to the caption. Thanks so much.
