O'Connell Street in Sligo with lots of people, including the driver of the horse and cart, are standing about looking at the photographer as he goes about his work! Interestingly the dress of many of the adults could be from right up to the late '50's while the children's and lack of motorised transport would indicate much earlier.
Well done on all the great work yesterday with the Butlers of Kilkenny, it was a joy to follow the story unfold!

Based on the number of hits in the BNA for 'first-class toilet salon' the phrase doesn't appear until 1884, and had all but died out by about 1920. Usually they are adverts and their main business seems to be hairdressing ("hair brushed by machinery" was one), with occasional bits of side business such as tobacco products or walking sticks.
So nothing to do with a chalet de necessité.
The phrase appears again in the Crosby Herald (Lancashire) in 1995, but only because the paper published a very old (undated) photograph of a row of shops, one with a 'first-class toilet saloon' sign, and they wanted to know what it was.
The only hit in an Irish newspaper was the Belfast Telegraph Sligo one above.

Near the Toilet sign is a sign for CJ Denning & Co Ltd. I see a 1906 almanac reference to : AERATED WATER MANUFACTURERS. Collery, B-, O’Connell Street Denning, C. J- A Co., Knox’s Street-

I do not see a CJ in the 1901 or 1911 census. A Charles John died in 1876, Apothecary.

The "white horse" yer man has might be a little more on the rare side and maybe the man might be wishing to distinguish himself. But those fancy collars on the well dressed scholars reminds of the line in the Thom Moore "The Train from Sligo" (aka the The Scholar): ".. Oh school books, and fancy collars, I might not care to be a scholar, hold on, her Daddy tells her, learn to sing your song" ...
