A photograph that could have come from three Collections! Taken by AH Poole of Waterford, a prominent politician and Government Minister and here appearing in the Irish Personalities Collection.

For that period, that above wikipedia article says:
He mobilised in Dundalk and fought in the General Post Office Garrison in the Easter Rising in 1916. He was sentenced to death for his part in the rising. This sentence was later commuted to life imprisonment. MacEntee was released in the general amnesty in 1917, and was later elected a member of the National Executives of both Sinn Féin and the Irish Volunteers in October 1917. MacEntee was later elected Sinn Féin Member of Parliament (MP) for Monaghan South at the 1918 general election.
I would guess that these were taken for or after the election.
In fact, I see that the Poole catalogue items are labelled
Cover Image
Cabinet commissioned by Mr. Sean McEntee M.P
so after the election.
More evidence on date: POOLED 5194 (undigitized) is titled Cabinet commissioned by Éamon de Valera M.P., Greystones. Dev lived in Greystones from October 1917, and was an MP from July 1917.

If the shot is after the election (as the MP title suggests), the election was on 14th December 1918 - very tight window for this shot to be 1918.
We did previously have a Poole of Eamon de Valera MP from 1918, but he was elected in July 1917 in a by-election:

From Jan 1919, the lads started calling themselves TDs instead of MPs, so I think these shots are not too long after the election.

If this is 1918 or early 1919, MacEntee was 28. Here he is aged 11 in Belfast in the 1901 census and in 1911 as Gaeilge
