No Latin scholar I, but I believe the stone plaque says it was put up in 1875.

[https://www.flickr.com/photos/nlireland] Per this article by John BrutonThe house where he died is marked by two plaques, one in Latin erected shortly after his death, and another on the fiftieth anniversary of his death, by the Catholics of Genoa, in appreciation of his work for religious liberty.
That would date the bronze plaque at 1897, and this photo before that date.
