Believe it or not this is a photographic montage, which has been painted over. Only the heads of the two subjects have been left uncoloured. The event referred to was the Transport Strike of 1917 and the secretary for mines and treasurer, John C.L. Fitzpatrick was forced to use legislation to defeat the strike, as it was wartime.
