No luck on a quick search of Col. Andrews. However, I did find some info about the Pach Brothers, who took this portrait: dlib.nyu.edu/eadapp/transform?source=nyhs/pach.xml&st... And here's how their studio at 935 Broadway looks today: maps.google.com/maps?f=q&hl=en&geocode=&q=935... Seems there's a Restoration Hardware there now. ): Can still the Empire State Building, however.

A Lt. Col. G. Andrews was the commanding officer of the 6th Infantry in November 1858 - books.google.com.au/books?id=xZgFAAAAQAAJ&pg=PA782&am... and also in 1861: books.google.com.au/books?id=w3QwAAAAIAAJ&pg=PA131&am... Maybe it's the same bloke, maybe not.

"George Andrews (August 26, 1850 – September 10, 1928) was an officer in the United States Army who served as Adjutant General of the U.S. Army from 1912 to 1914." en.wikipedia.org/wiki/George_Andrews_%28adjutant_general%29 The Sunday Oregonian, August 25, 1912, SECTION FIVE, Image 63 used this photo with the caption: "Colonel George Andrews is the new Adjutant-General of the Army. He was appointed by the President recently to succeed Frederick C. Ainsworth, whose removal came through a controversy with the President and the Secretary of War. Andrews will take the rank of Brigadier-General. He was born in Rhode Island August 26, 1850 and is a graduate of Westpoint."
