B-59 receives all the plaudits for his investigations around this photo. He Identifies the location and also points us to the website of Henry Lyons & Co Ltd. Their history section is interesting as they were established in 1835 or over 180 years ago - a marvelous achievement for any business.
Henry Lyons Department Store was established in 1835 on Lower Knox Street.
Henry Lyons has always been an innovator and keen to increase sales as part of that they produced a seasonal brochure which contained all items that were for sale in the shop. They also ran a wholesale business and served from Belmullet to Tory Island.

There was an interesting article in the Indo about Lyon's during WWI and the War of Independence, including the following: Due to the fact that both the Great War and the War of Independence overlapped, the Lyons family found themselves in the unusual situation of having men from both sides working in the shop. In the mornings, staff would have to report to the manager, or matron's office, where they were ordered to leave their guns. At the end of the day, employees would take up their arms and fight against their colleagues as soon as they walked out the door.

(I'm surprised sometimes at both how much or how little the "then and now" street views appear. I don't think we've ever had three rear-ends appear in almost exactly the same spot..... Though clearly hanging over the bridge at that spot is the "done thing" in Sligo - now matter what the year it is or what age you are...)

The earliest date has to be after 1906. In this Lawrence L_ROY_11534 the hole in the roof of the building next door isn't as big as it is above---- so todays picture was taken later. Henry Lyon's shop on Lower Knox Street as seen in the W.L. was built in 1906. The fedora and fancy pants on the lads would have me thinking the picture was taken in the 1920's.

"Oxford Bags" what the lads are wearing - en.wikipedia.org/wiki/Oxford_bags - The style supposedly originated from a ban in 1924 on the wearing of knickers by Oxford (and Cambridge) undergraduates at lectures. The bagginess allowed knickers to be hidden underneath easily.
