With thanks to all for their contributions below, it is understood that the taller man on the left is John Gregg (1873-1961; wikipedia) who was then Archbishop of Dublin. And the man on the right with the crozier is Robert Miller (1866-1931; wikipedia) who was then Bishop of Cashel and Waterford. There's a strong suggestion that the photo was taken close to Waterford's Bishops Palace...

Thanks all. So it is largely confirmed that the taller man on the left is John Gregg (1873-1961; wikipedia) who was then Archbishop of Dublin. And the man on the right with crozier is someone we've "met" before, Robert Miller (1866-1931; wikipedia) who was then Bishop of Cashel and Waterford. Any advance on Waterford's Bishops Palace as location?
