I'm pretty sure they're standing in New York City's City Hall Park, just west of the Tweed Courthouse. The "Chemical National Bank" building was built in 1850 at 270 Broadway, and is pictured in this 1913 history of the bank: books.google.com/books?id=1XkaAAAAMAAJ&pg=PA156-IA1#v...
