I see you were all underwhelmed by this thing!
It seems to be designed as an advertising float which might be used in parades etc. No sign of any government warning whatsoever against the use of the products being advertised.

This appears to be truck or bus disguised as a tram as part of the cigarette companies advertising programme. In the Irish Photographic Archive there are numerous examples of the tram and it was used in the St. Patricks Day parade over a number of years. The Lord Mayor happily posed on the tram at that time and thus demonstrates how times have changed! Here is a link to the Archive!
