William H. Palmer was born in New Salem, Ohio and received both his B.S. and M.S. from the College of Agriculture at The Ohio State University. He was a specialist in animal husbandry at Ohio State as well as a state leader in the boys' and girls' agriculture clubs. His wife, the former Miss Leila Work of Lancaster, Ohio attended Miami University. They had two sons, Carl and Dean William. Dean Palmer was president of his high school class of 1936. Both Carl and Dean Palmer attended Ohio State and were active in the construction of the university's first golf course. The course construction was initially funded by the University Athletic Board, but, in 1935, it became a WPA project. The course was completed in 1940. The Palmer family resided at 1789 Bedford Road.
