    Could this be en.wikipedia.org/wiki/Al_Smith ? One picture on the Wikipedia page has a similar hat and possibly the same neck and features. If so, he was a democratic politician in state government in New York during this period and became Governor in 1919. www.u-s-history.com/pages/h1495.html has a picture that looks even more like this one. That makes him Alfred Emmanuel Smith

    Alfred E. Smith, later the Governor of New York. He looks very young here, compared to his familiar image as the insouciant but unsuccessful Presidential candidate of the Democratic Party in 1928.

    At the time of this photo (1913), Al Smith had just begun a term as Speaker of the New York State Assembly. @swanq: there is only one "m" in Emanuel . . . . LOC -- it looks like Smith was photographed on the steps of the New York Capitol, in Albany.
