    The time on the Tribune clock is 12:50 pm. Here is wikipedia's description of the building, including the fact that it was completed in 1915 - can't see any construction going on here, though.

    klynslis and Noel Zia Lee: Thanks for the date and other information on the Municipal building in NYC. We can update the source data and reload the description. According to the Wikipedia article, the building was first occupied in 1913 which might explain its appearance in this photo, even if it wasn't completely finished until later.
