I think the guy seated at left is en.wikipedia.org/wiki/Makino_Nobuaki "Japan's ambassador plenipotentiary to the Paris Peace Conference of 1919" "Count Makino Nobuaki (牧野 伸顕?, November 24, 1861 – January 25, 1949) was a Japanese statesman, active from the Meiji period through the Pacific War."

Thanks swanq, I believe you're correct. I looked up the members of the Japanese delegation and their 5 main representatives match the men show here. They are: Standing (l to r) - Ijuin Hikokichi, Matsui Keishiro; Seated (l to r) - Makino Nobuaki, Saionji Kinmochi, Chinda Sutemi. We'll add this information to the catalog record.
